The penalty exists because the organizer has already spent the money by the time a no-show happens — the flight is booked, the hotel is paid, and eight exhibitors have that buyer's name in their diaries. Without a consequence, the rational move for a busy buyer whose priorities shifted is simply not to come. In practice, the cleanest structure avoids ever having to claw money back: reimburse expenses after the event, conditional on verified meeting completion, so a no-show penalises itself and nobody sends invoices to someone in another country. Where costs are prepaid, graduated penalties work better than nuclear ones — missing two meetings out of ten with notice might cost nothing, missing them silently costs partial reimbursement, and skipping the event entirely triggers full repayment and a blacklist. Enforcement needs data: meetings must be checked in (badge scan, table confirmation, or exhibitor verification), or every dispute becomes word against word. The common mistake is writing penalties into the contract and then never enforcing them; buyers learn quickly which programmes are serious, and unenforced penalties select for exactly the buyers you don't want. One honest nuance: aggressive penalty regimes deter good buyers too, especially senior ones with unpredictable calendars — pair firm terms with generous, human handling of genuine emergencies.
